In the City of Youngstown, Ohio, a Type A or Type B family child care home built before 1978 cannot operate without a Lead-Safe Certificate from the Health Commissioner. City Council's 2023 lead-paint ordinance, Chapter 1755, treats home daycares the same as rental housing: the operator must keep the property free of deteriorated paint, lead dust and bare soil before the Health District will issue a certificate.
