Youngstown Codified Ordinances Chapter 1755, adopted by Ordinance 23-293 on July 31, 2023, folds family child care homes into the city's rental lead-paint program. Under Section 1755.02(i), a "Family Child Care Home" is a Type A or Type B home as defined by Ohio Revised Code 5104.01. Section 1755.03(a)(1) bars any person from providing child care services in such a home, if it was built before 1978, unless the Youngstown City Health District's Commissioner has issued a Lead-Safe Certificate for the property. Section 1755.03(a)(2) separately requires every operator of a family child care home to keep the property free of a Deteriorated Paint Condition, a Lead Dust Condition, or a Bare Soil Condition, remedying any of the three once identified.

To obtain the certificate, Section 1755.05 requires a Lead-Safe Report from a licensed Local Lead Inspector, including a visual assessment and dust-wipe sampling from at least four rooms, submitted with the application; a passing certificate is valid for five years, or twenty years after a complete lead abatement. A new application, with a new report and filing fee, is due at least 30 days before the current certificate expires, and a change-of-ownership reissue costs $10. Section 1755.07 lets the Superintendent of Code Enforcement and Blight Remediation and the Health Commissioner inspect the home for compliance and petition Municipal Court to collect fines assessed under the Property Maintenance Code, Section 546.11. Section 1755.08 separately makes it unlawful to retaliate against anyone who reports a missing certificate or a suspected lead hazard.
