Youngstown Codified Ordinances Section 351.16, Trucks and Trailers, prohibits parking a truck, trailer or tractor, or a tractor-trailer combination, on any street in the City at any time for any purpose other than loading and unloading. The ordinance carves out a specific weight exemption: trucks of three-quarters (3/4) ton capacity or under are exempt from the section entirely, so a typical pickup truck used as a personal vehicle is not swept up in the ban, while a heavier commercial box truck or tractor-trailer is. The section separately and absolutely bars parking an unattached trailer on any city street at any time for any purpose, with no loading/unloading exception for a detached trailer.

Enforcement borrows the same prima-facie evidence rule used elsewhere in the Traffic Code: testimony that a vehicle bearing a specific license plate was found unlawfully parked, combined with Ohio Registrar of Motor Vehicles records tying that plate to a named owner, is prima-facie evidence the owner was the one who parked it, easing the City's burden of proof in Municipal Court. This section was enacted by Ordinance 03-145, passed May 21, 2003, updating the City's approach to heavy-vehicle street storage. It sits within Chapter 351, Parking Generally, alongside the separate inoperable-vehicle rule in Section 351.17 and the residential trailer-parking rule in Section 351.21, so a business owner storing a delivery truck curbside long-term, rather than actively loading it, faces citation under this section regardless of whether the truck also happens to be inoperable.
