Youngstown, OH Parking Rules: Loading Zones (2026)

Youngstown Codified Ordinances Section 351.09, Loading Zones, sets the core downtown rule: except where other parking regulations already control, no vehicle may stop for loading or unloading longer than thirty minutes within the business district bounded by First, Chestnut and Commerce Streets and South Avenue, unless the vehicle's operator has obtained a special permit from the Police Department. The section also directs that preference in parking be given at all times to trucks and automobiles necessary for loading and unloading merchandise in front of business establishments, meaning a delivery vehicle takes priority over a vehicle merely parking.

The section traces to the 1967 Code Section 73.01, showing it has governed downtown deliveries for decades. Separately, Section 351.11 backs this up by barring anyone from parking in an alley except while actually loading or unloading, and then only for up to thirty minutes, and by requiring at least ten feet of roadway width be left open on narrower streets for through traffic even during a loading stop. Chapter 351's general penalty section, 351.99, makes any violation of the chapter that does not carry its own stated penalty a minor misdemeanor, so an overtime loading-zone stop downtown is enforced as a minor misdemeanor citation issued by the Youngstown Police Department, which also administers the special permits allowing longer stops.
