Youngstown, OH Parking Rules: Driveway Rules (2026)

Youngstown Codified Ordinances § 1102.03(g)(2) sets the yard rules that apply on top of the Zoning Ordinance's Article VI area, yard and height requirements for property in the Central Area's B-1 Central Business District. The section states plainly that front yards shall be kept free of parking, waste disposal facilities, service or loading docks and other similar activities, so a business cannot use its street-facing yard as an overflow lot or delivery dock. Where parking is instead sited in the rear yard, as the section directs, it must be effectively screened from public view by a landscape strip at least four feet wide running around the rear yard's perimeter, and that strip should continue along the side yards toward the front of the property where possible; the code explains the strip also prevents car bumper overhang onto the public right-of-way and reduces vehicle-pedestrian conflicts.

In the B-1 District there are otherwise no minimum setback requirements and construction may extend to the property line, but any building placed to a line abutting a public right-of-way makes the developer responsible for maintaining the abutting sidewalk, sidewalk area, driveways and grass strips. Along West Federal Street between Market Street and Belmont Avenue and the intersecting streets of Phelps, Hazel and Chestnut, no front setback is permitted for the first or second story of new development or restoration, reinforcing why front-yard parking is barred there.

All yards must otherwise be landscaped compatibly with their surroundings, and clay, sand, gravel, dirt or other temporary paving treatments are prohibited for yard surfaces.
