Youngstown, OH Fire Regulations: Fireworks (2026)

Youngstown Codified Ordinances Section 1519.04(a) makes it unlawful for any person to possess fireworks, or to possess for sale or sell them, inside the City, unless they hold one of the state licenses Ohio Revised Code Chapter 3743 creates, such as a licensed manufacturer, wholesaler, shipping permit holder, or an exhibitor permitted under Section 1519.02. Section 1519.04(b) separately bars discharging, igniting or exploding any fireworks in the city outside a permitted exhibition. Section 1519.04(d) adds a flat ban on selling fireworks of any kind to a person under eighteen.

A licensed exhibitor still needs a local permit before a display: Section 1519.02 conditions that permit on an indemnity bond or at least $1,000,000 of liability insurance, and sets permit fees that rose in steps to $200 per outdoor pyrotechnic display, $100 per indoor display, and $100 per blasting permit, all effective January 1, 2006, plus a $75 fee per flame-effect event. Fireworks exhibitions also require a certified Fire Safety Inspector, Fire Chief or Fire Prevention Officer on site before, during and after the show, and every permit issued must be logged with the Fire Marshal.

Section 1519.05 exempts narrow categories such as marine and highway distress signals, wire sparklers, and model rockets. Violating any part of Chapter 1519 is a first-degree misdemeanor under Section 1519.99, carrying up to a $1,000 fine, six months in jail, or both for a first offense.
