Section 10-99 is the vegetation rule and applies to any landowner or person owning, leasing, operating or having control of any property in the city. It declares a public nuisance any accumulation of dry vegetation, weeds, grass, uncultivated vegetation and invasive exotics, as defined in section 3-422(f) of the Land Development Code, that threatens the health, safety or economic welfare of abutting or adjacent owners, presents visual blight, harbors insect or rodent infestation, is likely to become a fire or flood hazard, or overhangs or grows across property lines. Subsection (c) requires landscaping, buffers and native vegetation planted or preserved under a development order or rezoning approval to be maintained in at least the same condition as originally required. The adopted IPMC sets the applicable height for Section 302.4 at sixteen inches.

Other everyday violations sit in neighboring sections. Section 10-96(b)(8) covers excessive or untended accumulations of debris or trash, including scattered trash and litter that remains on site longer than 24 hours, and (b)(9) covers outdoor storage on private property of boats, motor vehicles or trailers without a current registration decal. Section 10-98 declares an inoperative vehicle on public property, including streets and rights-of-way, a nuisance, and a vehicle that becomes disabled there must be removed within 24 hours. Section 10-101 bars moving refuse containers to the street more than 24 hours before scheduled collection or leaving them there more than 24 hours after. Section 10-100 requires every building to display its assigned number: at least three inches high on residential buildings set back less than 50 feet from the street, and at least six inches high on those set back more than 50 feet and on commercial, institutional or multifamily buildings.

Reporting starts with Section 10-103. The city manager or designees are directed and empowered to receive all complaints of violations and to enter upon real property in conduct of official business, but the article gives no new or expanded power to enter a structure. The county sheriff's office and the city code enforcement manager enforce the article.
