Sec. 030(a) declares it a public nuisance for any person to allow, cause, create, maintain, or permit a long enumerated list of conditions on real property in the city. Among the items code enforcement most frequently receives complaints about: item (10), abandoned, broken, or neglected personal property visible from public or private property; item (13), junk, trash, debris, or waste kept or stored on exterior portions of a property or visible from public or private real property to a degree that diminishes property values or creates a fire or safety hazard; item (24), abandoned, dismantled, inoperable, or wrecked boats, campers, motorcycles, trailers, or vehicles kept outside an enclosed structure; and item (31), graffiti or defacement visible from a public right-of-way or private property.

A resident can report any of these conditions to the city's code enforcement division, which under Sec. 070 serves a written notice of abatement identifying the address, describing the condition, citing the code section violated, and setting a compliance period, with a right to appeal to a hearing officer within ten calendar days under Sec. 120. The chapter explicitly states it is not exclusive and does not limit the city from pursuing other civil, criminal, or administrative remedies for the same reported condition.
