Section 2-224(a) sets the reduced civil penalty schedule that applies when a cited violator does not contest the citation: a Class I violation costs $25 for a first offense and $50 for a second, a Class II violation costs $50 then $100, and a Class III violation costs $125 then $250, with a mandatory court hearing for a third or subsequent offense in every class. Subsection (b) sets a separate, higher nonreduced schedule that a county court judge applies if the accused unsuccessfully challenges the citation, or when a hearing is mandatory: $50 then $100 for Class I, $100 then $200 for Class II, and $250 then $500 for Class III.

Subsection (c) assigns specific city ordinances to these classes; the code lists reclaimed water violations under Chapter 74, Article VI and water conservation violations under Chapter 74, Article VII, both as Class I offenses. Under § 2-219, every citation issued for any city code or ordinance carries an overall statutory cap of $250 for a first violation and $500 for a repeat, with each day of a continuing violation counted separately, and § 2-224's class schedule sets the specific reduced or nonreduced amount within that cap.

The scheme gives a violator a real financial incentive not to fight the citation: choosing to contest and losing roughly doubles the fine under subsection (b), on top of any court costs the county judge adds.
