Section 16-2 sets the general powers and duties for the Division of Building, run under the Commissioner of Planning, Environment and Land Management, and creates the Office of Chief Building Inspector. Subsection B lists the Inspector's powers, and item (5) states the power "to review and investigate complaints," while item (3) separately authorizes "inspections incidental to the investigation of complaints" alongside pre-certificate-of-occupancy and fire safety inspections. Section 16-8A requires that an order to remedy be in writing, dated and signed, specify the exact condition or activity that violates the Uniform Code, Energy Code or Town chapter, cite the specific violated provision, and give the property owner 30 days from the order's date to fully remedy the violation, with orders served on the owner personally or by registered or certified mail within five days. The Chief Building Inspector may also authorize a shorter compliance window or order interim protective steps, such as vacating a building or barricading a dangerous area, while remediation is underway.

Section 16-8B additionally lets the Chief Building Inspector and Code Enforcement Personnel issue appearance tickets for chapter violations, giving the complaint-driven process direct teeth beyond a paper order.
