Meriden, CT Code Violation Reporting: How to Report (2026)

Section 159-5 of Chapter 159 sets out two paths for a blight complaint to reach the City. Under Subsection A, any individual, civic organization or appropriate municipal agency affected by the action or inaction of a person responsible for maintaining a property may file a written complaint of a violation with the Department of Development and Enforcement. Subsection B makes reporting mandatory for the City's own personnel: violations observed during inspections by City employees, housing inspectors, health inspectors, police officers, firefighters, welfare workers or building inspectors must be reported to the Department of Development and Enforcement rather than left unaddressed.

Once a citation issues, § 159-5.C requires the property to be added to a public Blight List showing the address, the violation and the name of the person responsible; the list stays public, viewable and copyable by any citizen, until the violation is corrected and the property is removed. Enforcement itself runs through the Director of Development and Enforcement under § 159-4, with the Director of Health and Human Services and the City Manager assisting in an advisory role, and citations may be issued in accordance with § 7-152c of the Connecticut General Statutes as provided in § 159-7.
