Omaha Municipal Code section 48-145 authorizes the superintendent of the permits and inspection division -- the "building official" -- to make complaint-initiated inspections of property inside city limits or the three-mile extraterritorial jurisdiction to check compliance with the abandoned-property and property maintenance rules in Chapter 48. In practice, a resident's complaint is what triggers the inspection that can lead to a registration requirement, a maintenance order, or prosecution. Under section 48-161, a responsible party who ignores a duty imposed by this division is guilty of a misdemeanor, fined at least $200.00 for a first offense and up to $500.00 or six months in jail, with each day of continued violation a separate offense.
