(a)Duty to initiate proceedings. It shall be the duty of the code compliance official to initiate compliance proceedings for violations of the various codes. No magistrate shall have the power to initiate such compliance proceedings.(b)Notice of violation. If the code compliance official finds or is made aware of an alleged violation of a code, ordinance, or regulation within the jurisdiction of the magistrate, the code compliance official may issue a notice of violation to the owner or violator and give him or her a reasonable time to correct the violation.
