Bernalillo County Code § 30-249(4)a

On all properties other than public parks, golf courses and athletic fields, high-water-use turf or plants shall be limited to ten percent the landscape area or less, except:1.For single-family and small multifamily development, the use of high-water-use turf and plants shall not exceed 1,500 square feet of the landscape area;

Building permit applications for all new commercial and large multifamily development on more than one acre shall include construction plans that specify four of the following seven water conservation measures. No person, entities or properties shall cause or permit water waste. ... Flow resulting from temporary water supply system failures or malfunctions. These failures or malfunctions shall be repaired within 48 hours of notification or the system shut off until repair can be completed;
