The applicant for fairs, festivals, carnivals, circuses, or events projecting a constant attendance of 100 to 250 individuals shall submit the following in addition to the requirements of subsection (a): A plan for internal security, traffic control, communications, fire protection and emergency services, including ambulance service, in and around the event.
