New major subdivisions and commercial or industrial projects served by sewer in unincorporated Effingham County must install purple-pipe reuse lines and design an approved reuse irrigation or storage system under Sec. 75-55 and 75-56. Developers pay a $1,300.00-per-ERU reuse capital recovery fee unless the project's own reuse system absorbs the site's full demand.
