Data Center Zoning & Siting
El Dorado County has no data-center ordinance. In unincorporated areas a data center is an industrial use the Planning Director classifies under Section 130.20.030 as an Industrial-Specialized use, allowed only in the Industrial-Low (IL) or Industrial-High (IH) zone with a Conditional Use Permit and CEQA review.

Conditional Use Permits shall be required for those uses which, by their nature, have the potential to produce or emit noise, odor, fumes, dust, smoke, vibrations, glare, heat, electrical interference or waste material beyond the confines of the property boundaries.
Data Center Noise Limits
El Dorado County's General Plan Noise Element (Policy 6.5.1.7, Table 6-2) caps noise from stationary sources at a neighboring home. A data center's cooling and generators must stay at or below 55 dBA daytime and 45 dBA nighttime hourly Leq in Community areas, and 50/40 dBA in Rural areas.
