Weekend signs shall be allowed without the necessity of obtaining a permit ... (a) Such signs shall be allowed only on Fridays from 12:00 p.m. through Sundays until 6:00 p.m. (b) No more than one weekend sign shall be allowed on any given lot. (c) No such sign shall be located on any public right-of-way
