Card Room Licensing
Franklin County Code Chapter 3.08 authorizes card rooms in the unincorporated area only when they operate under a Washington State Gambling Commission license, then taxes their gross revenue at 20 percent. The Board of County Commissioners collects the tax through the county auditor, splitting proceeds with Connell, Mesa or Kahlotus when a license operates inside one of those towns.
