Glenn County bans commercial cannabis outright. Glenn County Code Section 15.797.020 prohibits, in every zoning district of the unincorporated county, the cultivation, delivery, sale, distribution, manufacture and testing of cannabis, plus the establishment or operation of any cannabis dispensary, retailer, collective or cooperative for either medical or non-medical purposes, so there is no zone where a dispensary can locate.
