Henrico County Code Β§ 10-100(b)
All garbage, trash, refuse, litter, and clutter, except on land zoned for or in active farming operation, and other debris must be placed in watertight containers and be kept covered until transported to the county landfill or until taken from the premises by trash or garbage collectors or otherwise disposed of as permitted by law.
Henrico County Code prohibits property owners from letting trash, garbage, refuse, litter, and 'clutter' (mechanical equipment, furniture, containers) accumulate where it endangers residents' health or safety. Because Henrico has no incorporated towns, the county rule applies to every resident.

On undeveloped Henrico property, weeds or grass more than 12 inches tall within 150 feet of adjacent developed property are declared a nuisance the owner must cut. Accumulated trash on vacant lots is also banned.

If the owner of any undeveloped property permits weeds more than 12 inches in height within 150 feet of adjacent developed property, such weeds will constitute a nuisance.
