Chapter 45 of the Jackson County Code (Animal Control, last revised July 28, 2023) requires dogs in unincorporated Jackson County to be kept 'Under Restraint' - secured by a leash, led by a person physically capable of controlling the animal, or securely enclosed within the owner's property. Chapter 45 expressly applies only in unincorporated Jackson County and in any city that contracts with Jackson County for animal control. Jackson County contracts with the City of Independence Animal Services to provide animal-control field response in the unincorporated county.
