Possession and discharge of consumer fireworks is illegal in unincorporated Jackson County under Jackson County Code Chapter 56 (Fireworks). The county allows only licensed wholesale and retail sale of fireworks at limited permitted locations, with a maximum of nine seasonal retail permits and authorized year-round distributorships. Inside Kansas City, Code of Ordinances Chapter 26 prohibits possession, storage, sale, use, and discharge of all fireworks within city limits, with permitted public displays as the only exception. Missouri RSMo Chapter 320 governs sale and consumer use statewide but expressly authorizes counties and cities to prohibit fireworks locally — and Jackson County and Kansas City have done so.
