Recycled Water Rules

Kaua'i County Code defines R-1 water as fully oxidized, filtered and disinfected recycled water and R-2 water as oxidized and disinfected recycled water, both meeting Hawai'i Administrative Rules Chapter 62 (§ 25-1.4). Effective July 1, 2023, § 25-13.4(e) sets what County sewage treatment plants charge reuse-water customers: a flat $0.20 per 1,000 gallons for R-2 water, and a negotiated, capped rate for R-1 water.

Leak Reporting Duty

Kaua'i County Code § 25-13.5(e) lets a sewer customer billed on a flat-plus-volume rate get their sewer charge adjusted after a water leak. The Department of Water must first approve the leaked-water quantity, and the customer submits a written adjustment request, with the Water Department's confirmation, to the Division of Wastewater Management. The fix targets the wastewater charge only, since Kaua'i bases sewer bills on metered water use.
