In unincorporated Lancaster County, a shed or other one-story detached accessory structure valued at $5,000 or less still needs a building permit under Section 7-25(a)(1), and every structure, regardless of value, needs a zoning permit; the county's separate Unified Development Ordinance sets the size and setback standards.
