Home Cultivation
Home cannabis cultivation is legal in Loudoun County under Virginia state law (VA Code §4.1-1101): adults 21+ may grow up to 4 plants per household (not per person). Plants must be out of public view, tagged with owner's name and ID, and kept away from those under 21. Loudoun County has not added local cultivation restrictions. Growing for sale remains illegal. HOAs may restrict visible grows. Federal law still prohibits cannabis.
