Lubbock County runs no curbside trash service. The City of Lubbock collects household garbage and makes it unlawful to place any garbage, brush or refuse on public or private property except as deposited under its solid-waste article. Unincorporated residents contract private haulers.
Lubbock Code Β§ 22.06 β Solid Waste (Div. 1, Generally)
It shall be unlawful for any person to place, deposit or throw... any garbage, brush, broken glass, bottles, loose waste or refuse of any kind, on public or private property outside of any house, building... in the city, unless the same has been deposited in accordance with the provisions of this article.
Lubbock County sets no bin-placement rules. In the City of Lubbock, containers are placed on or near the curbline in front of the property, or in the adjacent alley, in the manner and at the time prescribed by the Department of Sanitation.

Any business establishment desiring to place garbage for collection shall place the container on or near the curbline in front of such place of business, or in an alley adjacent to such place of business, in such manner and at such time as shall be prescribed by the department of sanitation.
