No person or entity, other than employees of the County or the Mercer County Park Commission, shall use or occupy lands or structures, title to which is in the County and which are acquired, maintained or made available by the Mercer County Park Commission, other than upon terms, conditions and times approved by the Mercer County Park Commission for the use of park facilities by all citizens. ...

Street Fair Rules

Any gathering of 50 or more people in a Mercer County park, including a street-fair-style festival with vendors, needs a group use permit filed at least seven days before the event. Smaller open-grove family picnics of 25 or fewer are exempt.

Adult supervision of children's groups is required at all times. ... Open grove areas are for small family picnics with no more than 25 people {including children) and do not require a permit.
