In unincorporated Nash County, a residential swimming pool counts as a structure, so building it without a permit from the building inspection department first is unlawful under Nash County Code Sec. 6-4. There is no pool-specific chapter; the general permit-required section covers any structure that is erected, constructed, altered, or enlarged.

No person shall locate, erect, construct, enlarge, alter, repair or relocate any building or structure without first having obtained a permit from the building inspection department. No permit shall be required for any repairs at a cost of less than $500.00. ... Permits will be issued only upon approval by the county health department that land is suitable for its intended use.

Fencing & Safety Requirements

Unincorporated Nash County requires every outdoor swimming pool on residential, office-institutional or commercial property to be protected by a fence under the Unified Development Ordinance. The pool section also sets a 5-foot minimum separation between a detached pool and the principal building, measured to the water's edge.
