Every outdoor light fixture in unincorporated Navajo County, except streetlamps, has to be aimed and shielded so its direct illumination stays within the property line, under Section 1802.3 of Article 18's dark-sky ordinance, with particular care taken that no light spills onto a public or private road.

Section 1802 – General Provisions ... 3. All outdoor light fixtures, including security lighting, except streetlamps, shall be aimed and shielded so that the direct illumination shall be confined to the property boundaries of the source. Particular care is to be taken to assure that the direct illumination does not fall onto or across any public or private street or road.

Light Trespass & Shielding

Light produced on one property in unincorporated Navajo County cannot be allowed to spill over and interfere with activities on a neighboring property. Section 1803.5 makes that unreasonable-interference standard a stand-alone prohibition, separate from the general shielding mandate in Section 1802.3.

Billboard Lighting

A billboard's light source in unincorporated Navajo County must sit at the top of the sign structure, aimed and shielded to meet the county's own outdoor lighting rules plus any ADOT restriction, under Section 1706.1(i) of the county's outdoor advertising standards.
