New Castle County Code § 19.04.002(C)(3)(d)

First violation: Any landlord who fails to take responsive action by responding to the Code Official within four (4) hours or taking corrective measures within twenty-four (24) hours of receiving notice of an emergency condition shall be subject to a civil penalty of five hundred dollars ($500.00) per affected rental unit.
