Installing solar panels on a home or business in unincorporated Olmsted County requires a Zoning Certificate from the Zoning Administrator before construction begins, under Ch. 1400 Section 3.06. A rooftop or accessory panel system that powers the property it sits on is classified as an accessory use, not a solar energy farm, so it skips the utility-scale siting standards written for interconnected solar farms in Section 10.52.
