Fire Sprinkler Requirements

Pinal County cannot require a fire sprinkler system in an accessory dwelling unit or force it onto a commercial building code, even though the ADU rules leave every other building, fire and life-safety standard in place. The exemption comes directly from Development Services Code section 2.150.240(K).

This section does not supersede applicable building codes, fire codes, sensitive environmental area regulations, wildfire prevention regulations, emergency vehicle access regulations, drainage and flood control regulations, or public health and safety regulations, except that a county may not require an ADU to comply with a commercial building code or contain fire sprinklers.

Building Permits

Pinal County requires a building permit for construction of buildings and appurtenant structures in the unincorporated area, under the county building code adopting the 2018 International Building and Residential Codes, administered by the Department of Building Safety.

Electrical work in unincorporated Pinal County must comply with the National Electric Code, 2017 Edition, adopted by the Board of Supervisors as part of the county building code. The Department of Building Safety administers permits and enforcement, including a compliance review step for most jobs before a permit issues.
