It shall be unlawful for any person to stage, promote or conduct any musical or entertainment festival in the unincorporated areas of the county, without first obtaining an amusement license so to do issued in accordance with this division. Such amusement license shall be in addition to the special use permit required by subsection 32-401.12(3) of this Code.
