Santa Barbara County's Isla Vista Rental Housing Inspection Pilot Program, adopted by Ordinance No. 5270 on November 18, 2025, requires every residential rental unit inside the unincorporated Isla Vista boundary to register with the Planning and Development Department and submit to periodic or complaint-driven health and safety inspections. The 12-month pilot targets substandard, overcrowded and unsanitary rental housing under County Code Sec. 10-18.1 through 10-18.13.

Tenant Complaint Process

Beyond routine sweeps, the Santa Barbara County Planning and Development Department will inspect an Isla Vista rental unit whenever it receives a complaint. Sec. 10-18.6 lets the director act on complaints at any time, and if an owner or manager won't cooperate, the county can contact the tenant directly or seek a court inspection warrant to get inside.
