Every short-term rental in unincorporated Shasta County must register with the county Tax Collector and pay Transient Occupancy Tax under County Code Chapter 3.16, currently ten percent of the rent charged. Shasta County caps short-term rental occupancy by approved bedroom and time of day. From 6:00 a.m. to 10:00 p.m. up to 5 guests per approved bedroom are allowed; from 10:00 p.m. to 6:00 a.m. the limit is 3 guests per approved bedroom. Insurance Requirements
Shasta County requires liability insurance for whole-house vacation rentals. Under Section 17.88.230(H)(2), before a vacation rental permit is approved the property owner must provide proof that the property has current, valid liability insurance. The ordinance does not impose a comparable insurance requirement on hosted homestays, which rent rooms in an owner-occupied home.
