No person shall loiter, stand, or sit in or on any public highway, alley, sidewalk, or crosswalk so as to hinder or obstruct in any manner the free passage of persons or vehicles or to annoy or molest passing persons.

Building or placing anything, including a sidewalk, driveway, fence or wall, in or over a county road right-of-way in unincorporated Solano County requires an encroachment permit from the transportation director first. Permits can be revoked on five days' notice and the permittee must restore the road at their own expense when the work is done.
