Short-Term Rental Parking Rules

Spotsylvania County's zoning code does not have a separate 'short-term rental' use; short-stay lodging in a private home is classified as a bed and breakfast, capped at stays of 30 days or less. Sec. 23-5.9.3 sets parking for a Bed and Breakfast I or II at one space per guest room, on top of the standard two-space requirement for the underlying single-family dwelling.

Primary-Residence-Only Rule

Spotsylvania County has no Airbnb-style short-term rental ordinance separate from its bed and breakfast use. Both tiers, Bed and Breakfast I and II, are zoned only as an owner-occupied dwelling: the operator must live on the property. Bed and Breakfast I caps guest rooms at five; Bed and Breakfast II tops out at twenty, still under owner occupancy.
