Summit County Code Chapter 749 requires a permit from the County Auditor, issued only after Health Officer approval, before anyone operates a massage establishment anywhere in the County. Applicants pay a nonrefundable $185 filing fee, undergo fire, health, building and police inspections, and the permit expires one year after issuance.

"Regular business" means such dealing on more than three days in a calendar year, and the license costs twenty-five dollars and runs on a calendar-year term.
