Summit County Code Chapter 749 requires a permit from the County Auditor, issued only after Health Officer approval, before anyone operates a massage establishment anywhere in the County. Applicants pay a nonrefundable $185 filing fee, undergo fire, health, building and police inspections, and the permit expires one year after issuance.

No person shall engage in, conduct or carry on, or permit to be engaged in, conducted or carried on, in or upon any premises in the County, the operation of a massage establishment without first having obtained a permit therefor from the Auditor of the County of Summit after approval of the Health Officer.

Secondhand Dealers

Summit County Code Chapter 741 requires a license from the Office of Consumer Affairs before anyone regularly buys, sells, exchanges or receives secondhand items, or deals in secondhand precious stones or articles made wholly or partly of gold, silver or platinum. "Regular business" means such dealing on more than three days in a calendar year, and the license costs twenty-five dollars and runs on a calendar-year term.
