Shared E-Scooter Rules

Summit County caps low-speed micromobility devices, including rental and shared e-scooters, at 20 mph on public streets, sidewalks, and shared-use paths. Riders must be at least 16 to rent one, and sharing-program operators must carry commercial general liability insurance up to $1 million per occurrence and $2 million aggregate. The county may also designate no-ride zones.

371.14 LOW-SPEED MICROMOBILITY DEVICES. (a) (1) A low-speed micromobility device may be operated on the public streets, highways, sidewalks, and shared-use paths, and may be operated on any portions of roadways set aside for the exclusive use of bicycles in accordance with this section... (d) No person shall operate a low-speed micromobility device at a speed greater than twenty miles per hour....

E-Bike Classes

Summit County recognizes three classes of electric bicycles under Sec. 301.24, sorted by motor wattage and top assisted speed. Class 1 and 2 e-bikes may use bicycle-only and shared-use paths; class 3 e-bikes are barred from those paths unless the path runs alongside a highway or a local authority allows it. Class 3 riders and passengers must wear a helmet, and no one under 16 may operate one.
