Summit County Code Sec. 521.06 puts sidewalk, curb and gutter upkeep on the property owner or occupant, not the county. Whoever owns or occupies land abutting a public sidewalk must keep it in repair and free from snow, ice or any other nuisance, citing the state authority at ORC 723.011.
