Ventura County caps stationary-source noise at a noise-sensitive use at 55 dBA Leq daytime, 50 dBA evening, and 45 dBA at night, or ambient plus 3 dBA if higher. Data-center cooling and generators are held to these General Plan limits through permit conditions.
