Tobacco Retail License
Washington County is the tobacco retail licensing authority for towns and cities that have not adopted their own licensing, including Afton, Grant, Lake Elmo and Stillwater Township. Ordinance #216 bars selling tobacco, tobacco-related devices, electronic delivery devices or nicotine/lobelia products without a county license, and it limits licenses to fixed-location stores.

It shall be illegal for anyone to sell or offer to sell any Licensed Products in Washington County without first having obtained a license to do so from the Licensing Authority. ...
