Loitering Rules

Washington County bars loitering or prowling under circumstances that warrant alarm for the safety of people or property, and separately makes it a violation to block a street, bridge, sidewalk or crossing by lounging after a peace officer asks a person to move on. Code § 172-8 sets out both rules.

No person shall loiter or prowl in a place at a time or in a manner not usual for law-abiding individuals under circumstances that warrant alarm for the safety of persons or property in the vicinity. ... Obstruction of highway by loitering. No person shall obstruct any street, bridge, sidewalk or crossing by lounging or loitering in or upon the same after being requested ...

Public Alcohol Use

Washington County bans drinking alcohol on any public property or public parking lot in the unincorporated towns, from parks and sidewalks to county-owned lots. Anyone who buys a drink at a licensed bar or restaurant also cannot carry it outside the property lines to finish it. Violators face a county forfeiture; permitted events like the County Fair are exempted.
