Washington County bans depositing solid waste on highways, in state waters or on any public or private property, and bars throwing waste from a moving vehicle or abandoning a vehicle in state waters. Violators face up to a $500 forfeiture per offense under § 172-15, with narrow exceptions for licensed disposal.
