New or rebuilt parking garages and open lots built or funded under a County contract must dedicate 10% of spaces to EV charging, or 50 spaces if the lot holds more than 250 vehicles.

Westchester County Code § 638.11

New parking garages and/or new open parking lots that have a parking space capacity for 250 vehicles or fewer shall be equipped with... a. Ten percent of the total number of parking spaces solely for level one charging stations. b. Ten percent of the total number of parking spaces solely for level two charging stations that also have the capacity for level three charging stations.
