Contra Costa County Ordinance Code Chapter 54-4 prohibits minors under 18 from being in or upon any public place, including streets, highways, parks, and vacant lots, between the hours of 10:00 PM and 5:00 AM. Standard exceptions include: minors accompanied by a parent, guardian, or other authorized adult; minors engaged in lawful employment or traveling directly to/from employment; minors responding to emergencies; minors returning home directly from school, religious, or civic activities; and minors exercising First Amendment rights (speech, assembly, free exercise of religion). Violations are infractions with fines up to $100 for a first offense and up to $250 for subsequent offenses, plus potential juvenile court referral. Parents or guardians who knowingly permit curfew violations may also be cited. The curfew does not apply to emancipated minors.
