Folsom's juvenile curfew ordinance (FMC Β§9.40) prohibits minors under 18 from loitering, idling, or remaining in public places, establishments open to the public, or on public streets between 10:00 PM and 5:00 AM. Statutory exemptions include: accompaniment by a parent/guardian; travel to/from employment; emergency errands; attendance at school, religious, or civic activity with direct return travel; and First Amendment activity. Officers may stop a minor reasonably suspected of curfew violation, ascertain the reason, and issue a citation if no exemption applies. First offense is often handled through diversion (parental notification, counseling, community service). Repeat offenses carry an infraction fine up to $250 and may be referred to juvenile probation. Parents who knowingly permit violations may also be cited under the ordinance's parental-responsibility provisions.
