It shall be unlawful for any person to enter or be on or use any facilities in any dedicated park within the City or on any other area designated and used for park and recreation within the city from the hours of 11:00 p.m. through 5:00 a.m. or as otherwise posted pursuant to subsection (c) of this section or when the park is fenced, locked and, therefore, temporarily closed to the public.
(b) Any person may apply to the parks and open space department for a permit authorizing usage of any park or recreational facility within the city for certain specified hours which may allow the permittee to use the facilities during the hours prohibited in subsection (a) of this section.
