(c) Required. No vehicle shall be parked on a public street or right-of-way in a public parking permit district without a valid parking permit or without adhering to posted signs. Permits issued under this section are valid for parking within the public right-of-way and within facilities owned, leased, operated or managed by the City. A violation of this subsection shall be a traffic infraction.
